I have been for the past 32 years the principal and founder of Project Controls & Forensics, LLC (PCF) or its corporate predecessors, Construction Management Resources and Kenji P. Hoshino, Inc. PCF is an independent consulting organization specializing in construction scheduling and productivity.

My scope of consulting assignments includes both front-end scheduling services as well as analysis related to construction claims, representing contractors, subcontractors, suppliers, owners, sureties, design professionals and construction managers. My specific areas of expertise within construction scheduling include, but are not limited to:

  • Critical Path Method (CPM) schedule techniques & extended technical applications
  • Uses of CPM and other quantitative methods in construction project controls, project management and contract administration
  • Forensic schedule analysis
  • Schedule delays, disruption and acceleration
  • Loss of labor productivity
  • Construction contract law pertaining to scheduling, delays, time-extensions, acceleration, schedule disruption & resulting loss of productivity

I possess current and active certification as a Planning & Scheduling Professional and as a Certified Forensic Claims Consultant with the Association for Advancement of Cost Engineering, International.

I possess a Bachelor’s Degree in Architecture, a Master’s Degree in Construction Management & Engineering, and a Law Degree, all from University of California, Berkeley.

I am the original author of “Recommended Practice for Forensic Schedule Analysis 29R-03” published in 2007 by Association for Advancement of Cost Engineering, International, and the Chief Editor of the subsequent two revisions.

I am the Chief Editor and the Revision Author of “Recommended Practice for Loss of Labor Productivity 25R-03 Rev.1” to be published by Association for Advancement of Cost Engineering, International in 2015.
