Mr. Harroun has over thirty five (35) years of experience in the field of Program/Project Management and Program/Project Controls on major global programs with more than $1 billion annual budget, including 20+ years in executive and senior managerial positions.

His area of expertise is to focus on the development and implementation of program and project management processes and systems in major program/project environments, in the following areas:  Program/Project Management organizational structuring,Program/Project Management training and mentoring,Establishment of Program/Project Baselines, Risk Management,Planning & scheduling, Earned Value, Performance Reporting and Cost Estimating.

Mr. Harroun has particular experience in designing and implementing PM systems that are flexible to handle ever changing program/project approaches while providing consistent measurement and feedback. He also has developed and managed large program management/control organizations for large capital programs that had insufficient program baselines and procedures at program onset. He is recognized as a subject matter expert, and is an adjunct professor at the University of Colorado, Denver campus.
