• PROFESSIONAL EXPERIENCE

As a Project Manager at The Rhodes Group, Mr. Kaplan analyzes construction-related claims and performs project scheduling on a wide range of projects including power generation facilities, industrial facilities, casinos, airports, hospitals and other medical facilities, elementary and secondary education facilities, university buildings and waste water treatment facilities, located domestically and internationally. More specifically, Mr. Kaplan’s construction claims experience to date includes the rebuttal of $30 million in claims by the general contractor and the design subcontractor relating to the $200 million re-construction of a blast furnace located at the USS facility in Gary, Indiana and the preparation of a $31-million EPC contractor claim relating to the addition of two Selective Catalytic Reactors (SCR) on a power plant located in New Jersey. In addition to his construction claims experience, Mr. Kaplan provided CPM scheduling services to the construction manager regarding the construction of the $780-million Rivers Casino located in Pittsburgh, PA. Mr. Kaplan provided baseline project schedule development services, weekly schedule updates and monthly schedule narratives to the construction manager. Mr. Kaplan assisted the construction manager with identifying potential risks to the schedule as well as providing input related to the dynamic conditions on site in order to accommodate the construction manager’s sequence of construction so the contract milestone completion dates could be maintained. Mr. Kaplan has also provided schedule development services, including the preparation of integrated CPM baseline schedules and the related monthly schedule updates, on the $185-million Philadelphia Airport Terminal D & E Expansion. Mr. Kaplan’s prior experience includes work as a Scientist and Primary Data Analyst in the litigation department at RJ Lee Group in Monroeville, PA. Mr. Kaplan’s experience at RJ Lee Group included editing a series of reports submitted as evidence in a multi-billion dollar insurance litigation concerning the environmental contamination of a building as a direct result of the collapse of the World Trade Towers.

Donald Kaplan is a Certified Cost Professional (CCP) and a Planning and Scheduling Professional (PSP). Mr. Kaplan graduated with a Bachelor of Science degree in Physics from the University of Massachusetts - Amherst.
