Mark has over 30 years of experience in Planning, scheduling, project management, contract administration, budget & cost control, estimating and purchasing on a wide variety of projects, including government and commercial buildings, health care facilities, prisons, power plants, paper mills, manufacturing plants, military installations, bridge & tunnel, railroad & roadway, marine, oil & gas pipeline, stadium and multifamily residential. He has planned and guided complex construction programs from pre-construction through closeout, leading and managing in-house and on-site project staff. Mark has performed forensic analysis and provided expert testimony on matters involving planning, scheduling and construction cost & performance issues.

Mark is an experienced and seasoned expert, providing valuable advice and insight during case management, discovery, document control, data base management, graphics, settlement negotiation, mediation support, and expert testimony. He is comfortable in dealing with issues such as productivity, impact, cost/quantum and forensic scheduling in AAA Arbitrations, Mediations, State and Federal Courts and the International Chamber of Commerce (ICC) Arbitrations.

In addition to regularly providing dispute resolution support and expert testimony services, Mark continues to perform proactive construction services including estimating, project planning, CPM scheduling, site management and QC/QA duties. During the years spanning from 1999 through early 2003, he worked directly at the home offi ce and on-site for MERCO Construction of Lebanon, NJ in the capacity of Senior Estimator for numerous competitive and negotiated bids and as a Senior Project Manager for successful projects including the Hillside Flood Control Project, Hillside, New Jersey, the Cameron Run Tunnel Renovation, Alexandria, Virginia, and the New Jersey Transit North Bergen Tunnel Rehabilitation.

Mark continues to provide proactive scheduling and project management services to major contractors and owners on projects such as the UNCC Health Facility at Charlotte and the Fulton County School Board on the North Fulton Middle School in north Atlanta, Ga. Other notable and representative projects include the Croton Reservoir Project, Croton, New York; Brighton Beach Line Renovation, New York City Transit Authority Brighton Beach Line Renovation; Schuylkill Expressway Renovation Project, Pennsylvania State Court of Claims, the WMATA Shaw Station (including two TBM tunnels) and U-Street Metro Station in Federal Court in Washington, DC. and the New Women’s Hospital in Doha, Qatar

Mark has achieved the Certifi cation of Planning and Scheduling Professional from the Association for the Advancement of Cost Engineering (AACEI), and is currently serving as an offi cer on the Board of Directors for the Georgia Engineering Foundation (GEF).
