Mr. Kelly, PSP has more than 15 years in construction management and government contracting for transportation, facilities, and critical structures assignments, providing project controls, scheduling, and disputes resolution services, for contractors and owners in small and large construction projects at the federal, state, and local level. 

He has provided forensic schedule analysis and litigation support on construction methodology, cost analysis, and delay/disruption issues. 

Mr. Kelly has also written several articles on scheduling and delay analysis, and has provided training to schedulers and analysts in a variety of forums.
