Construction Manager:

Project consists of construction of the Baku Chrystal Hall for the European Song Contest, Azerbaijan. Especially he supervised the erection of highly sophisticated 3D steel frames on the Consultant’s side. This was a very high quality fast track job.

2010-2011: METAG Construction Co. - Head Office,                                      Ankara/TURKEY

Project Coordinator:

He designed and implemented a Monthly Reporting System / Cost Control System; conform to PMP rules for the General Manager to follow-up regarding the forty (40) ongoing projects in Afghanistan worth a total of 600 million USD. Timing and severity of radical corporate decisions on running Projects were based on this unique Reporting System.

This reporting compares cost and income of ongoing projects with respect to early and late start of the project schedules, and advises in advance on possible malfunctioning of these projects. He used a cost control system based on the initial tender documents continuously revised by the site reports, payment certificates and up to date bill of quantities remaining. Systematic risk identification and mitigation were used.

He organized monthly planning sessions with the site people using conference calls.

He did special in-depth analyses of onsite critical technical issues for resolution especially regarding the high quality special purpose massive concrete: etc. airplane aprons.

Projects in Afghanistan usually are awarded by USACE. Rules were similar to FIDIC.

Project Coordinator:

He coordinated the Planning Department with a focus on overall Project Management of ongoing projects. He provided assistance on business development and tendering issues. He devised a cost control system based on the initial tender documents continuously revised by the site reports showing remaining work to be done.

Projects mostly are located in Afghanistan and awarded by the US Department of Defense, USACE and NAMSA (NATO). Rules were similar to FIDIC.

2006-2007 EVREN Co. Inc. “Taksept-Tizou Ouzou-Alger” Water Supply Project,      ALGERIA

Project Manager, based on site:

The $30 million water supply subcontract consisted of the detailed design and construction of reinforced concrete reservoirs (2x60.000m3) and concrete structures on the water pipeline (2x2000mm diameter). The Client was the General Contractor SNC Lavalin of Canada. FIDIC Rules. He organized to produce the detailed design in Algeria. He acted as the Project Manager vested by the required powers and managed the entire Project. Manpower reached 600 direct and indirect expatriate personnel during peak period.

 

2005-2006 IMA-AGE JV. Water Supply and Distribution Project,                            Sanliurfa/TURKEY

Technical Office Manager (Acting Project Manager) based on site:

The Project ($30 million) consisted of detailed design and construction of water supply pipes, main distribution network, pumping stations and storage reservoirs for the city of Sanliurfa in Turkey. The Client was the European Union. FIDIC Rules. He managed the routine meetings with the Client. He especially devised the strategy of claims under the title of Project Management with the Client. As an end result of innovative thinking a very important group of claims were paid by the Client to the Contractor after the arbitration.

 

2004-2005 OZDEMIR Construction Co. Inc. - Head Office,                            Ankara/TURKEY

Tender Department and Site Programming Unit Manager:

He developed and used a general “Tender Computer Program” as a mathematical model fit to be easily adaptable to any new tender using the “Top Down Method”.  This is a generic mathematical model which uses the already developed cost files organized either in unit prices or direct and indirect cost files. The General Manager of the company is only asked to produce a unique percentage on “The Profit and Risk Ratio”. He also devised a list of this ratio advised after analyzing various risk levels of different countries and client types where tenders originate. There is a total of full 23 Tenders submitted up to now and only four of them are awarded. He thinks that his approach is concise, unique and complete in itself. To improve this model only new cost data obtained from local subcontractors must be added to the model. Cost files already include very diverse tender topics. The same “Tender Computer Program” may be used during the Cost Control phase as a generic model of that Project. He plans to write a book on tender preparation when he retires.

 

2003-2004 UNAL AKPINAR Construction Co. Inc. - Head Office,               Ankara/TURKEY

Tender Department Manager:

He continued to develop and finalize a general “Tender Computer Program” as a mathematical model fit to be easily adaptable to any new tender using the “Top Down Method”. He managed to submit tenders for at least 15 very diverse construction projects. Only a handful was awarded.

He made business development. Especially he tried to compile and follow up all tender awarding international Clients on the global scale using Internet.

 

2002-2003 GAMA Co. Inc. - Mellitah, Wafa Coastal Project (Refinery),                       Mellitah/LIBYA

QA/QC Manager, based on site:

Project was the main subcontract ($120 million) of an EPC construction of an immense oil refinery and oil and gas terminal combined: His responsibilities included Concrete and steel works on a large scale working on the Contractor’s side. The Client was an Italian consortium.

 

2000-2002 GURIS Construction Co. Inc. / Ankara Metro 3rdstage construction.        TURKEY

Technical Office Manager, based on site:

The EPC Project ($30 million) consisted of a new metro track and related stations including a tunnel dug out by a TBM. During the initial stages of the Project he oversaw the basic engineering and detailed design of the system and the stations and got the approval after the formal Public Authority.

 

1998-2000 GURIS Construction Co. Inc.                                                           Ankara/TURKEY

Senior Engineer for Business Development and Tenders:

He prepared complete tender files and related cost estimates, made business contacts with government institutions and private companies. He started to build a systematic “Tender Computer Program” that could be used for all tenders in a generic fashion. On the other hand he worked on Build-Operate-Transfer (BOT) type hydro-energy projects. He identified all suitable dam sites in Turkey for that purpose. He developed feasibility files of some dams to submit to the State Authority.

He worked on Business Development of construction projects in Turkey and overseas. He assisted in Tenders related to gas and oil pipelines and refineries which were the main speciality of the company. He developed Build-Operate-Transfer (BOT) model hydro-energy projects in Turkey. He managed the QA/QC of the fixed facilities for the Ankara Metro Project; that is all of the construction work done by the Turkish contractors including all buildings, infrastructure and rail systems; except the rolling stock. As a side note: During these years, he also successfully designed, financed and constructed an 820 m2 building for his own account.

Senior Site Planning Engineer, basedon site:

He provided supervision to the construction from the owner’s side of the Project. He assisted on the payments to the contractors. He developed a detailed PRIMAVERA Project Plan to oversee the scheduling of the project.

Senior Design Engineer:

He provided the Engineering Basic Design of Water Supply of Bursa including pumping stations. He worked on the estimation of unaccounted for water of the whole city by measuring existing flows on the network. He prepared bidding documents for the use of the client. This was a consultancy project financed by the European Union.

With his associate he finished one commercial plaza (4.000m2) and a house (160m2) in Kusadası. This was a free lance self employed management job on the contractor’s side.

Senior Design Engineer:

He did Basic Engineering Design of sewage collection and storm water mitigation systems of some parts of Istanbul. He worked on some feasibility studies related to combined hydro-energy and potable water systems.

Senior Design Engineer:

He managed complete Basic Engineering Design and Detail Design packages of water supply lines and distribution systems, sewage, storm water networks, storm water retardation dams and sewage treatment facilities (Basic design only for treatment cases). Projects involved usually consisted of middle size cities (etc. 30 – 75 thousand habitants). He provided site inspection for some of these designs during implementation. Over 30 projects involved. This Company was a centralised Governmental Design Authority for all of Algeria.

Senior Design Engineer:

He worked on Basic Engineering Design regarding one of the main Water Supply Networks for the City of Izmir/TURKEY. Project included pumping stations, forced mains, intermediary reservoirs, and gravitational pipelines up to the main storage reservoirs in the city. This work done was in a Design Office hired by the Contractor of the Project.

Civil Engineer Supervisor, based on Site:

He worked on the supervision of the construction of pilgrim facilities at the Mecca area. This work was about building construction, quality control, contractor payment certificates and client relationships on the side of the Consultant.

 

1970- 1976  State Hydraulic Works (DSI)                                                        Ankara/TURKEY

Senior Design and Site Engineer:

He worked on the design of main Water Distribution network of Ankara/Turkey. He also produced Basic Engineering Designs regarding: Various irrigation systems (With classical earth structures, or with buried pipes, or with elevated open concrete channels) and related small dam designs, river regulations mitigating storm water damage to small towns. He supervised some steel and reinforced concrete designs and their implementation on site. He did some site inspection, solved engineering issues and approved payment certificates of contractors. The Company was a state owned giant responsible for the planning and tendering of all kinds of important water works in whole of Turkey.

 

1970-1972   Middle East Technical University (METU)                                      Ankara/TURKEY

Master Thesis:

He realised the design, writing and debugging of a Finite Element Computer Program on Soil Mechanics; which solves stress strain values by approximating soil as a bilinear elastic anisotropic media.

 

PERSONAL:

 

His original and present nationality is Turkish. Age 64 (1947). He is married to a Turkish Fine Arts Teacher since 1973. He has two sons; one is a civil engineer, the other is an interior architect. Family members speak English and French fluently.

 

He has excellent health ever; except a mild form of insulin resistance. He has a special interest on history and archaeology. He has a driving license and he is very easy with computers.

 

He has extensive knowledge of self thought political science and can analyse foreign countries with respect to their future and investment environments.
