Wallace David is a Construction Law (LLM) qualified Delay Analyst, Delay (Planning) Expert and Construction Claims Manager with more than 30 years’ experience in the construction, defence and engineering industries. David has worked within the Project Control/Planning skill base, gaining experience within most types of industry from Military and Defence, Oil & Gas (On-shore and Off-), Major Public Works Infrastructure (Nuclear New-build, Maintenance & Decommissioning, Utilities, Airports & Rail/Metro), major civil engineering projects (including iconic developments in the Middle East). David’s focus over the last 15, or so, years has been in the field of delay analysis and ADR (including Contract Administration and Management), prior to this he worked within the fields of procurement and the more generalised ‘umbrella’ of project controls and planning (which includes delay analysis, forensic planning, project controls, contract administration and risk management). David has testified in International Arbitration, produced independent expert reports for Adjudication, produced independent ‘Expert Opinion’ on delay for a number of high, to very high, value projects in the Middle East, has acted as case supervisor for more junior experts, has acted as ‘Assessing Expert’ (for the purposes of an Expert’s Determination) to very high value multi-party disputes and has acted as Expert Determiner. I have been based in the UK since August 2020, prior to which I was working internationally for fifteen years. From 1989 to 2005 I worked in Defence, Nuclear, Utilities and Contracting. I am a member of the CIArb, APM, SCL, DRBF and Adjudication Society.
