For building projects (non-road) - how do handle getting delayed into an un-scheduled winter?

In cold winter climates - For building projects (non-road) - how do handle getting delayed into an un-scheduled winter?  Anything beyond "un-workable days" and productivity days? - what if they do not want to work in the cold?  (roads deal with it in the spec but not buildings)
