view entire WBS in P3 ec 4.1

On Page 124 of the operator’s manual there is a paragraph

"you can view the entire WBS at once, or you can display only the WBS for a specific note or project".

I can ONLY display the WBS of openned project, Is there any setting to resolve this issue?
