Budgeted Manhours

All,
I’m not sure if this question has been discussed before.

When additional manhours occurs as the project goes on, how do you benchmark it against the budgeted mhrs in the baseline programme? I mean how do you measure the progress as the parameters in both the programme is of different value (baseline vs current updated programme), and it will still change in future.
