Instructions for submitting papers to the Guild Library

PAPER PREPARATION...

  • STEP 1- Write your paper using the Guild Library Paper Template (refer link below), ideally papers will be between 2,500 and 5,000 words.
  • STEP 2- Check for Accidental Plagiarism using a service such as Turn It In, Check for Plagiarism or Viper Essay Check just to be sure that this is your own work etc.
  • STEP 3- Fix any accidental plagiarism to get the plagiarism score down to <5% total.  The Guild Administration randomly validates the plagiarism report submitted by authors by running an independent plagiarism audit and if a paper exceeds the acceptable limits it will be rejected.  Repeat or gross plagiarism will be cause for the author to be denied membership / certification in the Guild of Project Controls.
  • STEP 4- Sign the Authorization to Publish Paper Form (refer link below).  If there is more than one author, all have to sign a copyright release.  However, for papers submitted in relation to Certification applications there can be only one author. Multiple authors are not allowed for Certification papers.

PAPER SUBMISSION...

  • STEP 5- Submit the following three files i.e. (1) Your Library Paper, (2) Your Plagiarism Check Report and (3) Your signed Authorization To Publish Form to GPC Admin via Admin@GuildofProjectControls.com If you have more than one paper to be reviewed please send them in using separate submission emails so that the review, comments and responses can be kept together and coordinated. 
  • STEP 6 – The Guild Administration reviews your submittal package to ensure that it is complete and contains the required three items and also that the Certification application has been made and paid for.  The Guild of Project Controls has committed to making a decision on your paper in less than 30 calendar days after the date of submittal.

PAPER REVIEW...

  • STEP 7 - GPC Administration selects two volunteer Paper Reviewers who meet the following two requirements: (1) Paper Reviewers are certified in the same track (Planning, Cost, Claims or Project Controls) as the track the applicant has chosen, and (2) Paper Reviewers are at least one level higher than the level you are applying for (i.e. Advanced or higher reviews Competent papers; Expert or higher reviews Advanced; Fellow reviews Expert etc).
  • STEP 8 - GPC Administration removes the name of the author and sends the Library Paper and the Plagiarism Check Report to the selected Paper Reviewers.  Please be aware that Paper Reviewers run their own plagiarism checks if they suspect the Plagerism Check Report to be inaccurate or falsified.
  • STEP 9 - Paper Reviewers have 15 calendar days to review the papers and submit the papers back to GPC Administration along with the completed Paper Reviewers Scoring Report.

PAPER DECISION...

  • STEP 10A - If the two paper Reviewers agree that the paper should be ACCEPTED, Guild Administration notifies you and posts the paper to the Guild Library, where it will be attributed to you as the author and flagged as a paper provided for Certification.
  • STEP 10B - If the two Paper Reviewers agree that the paper should be REJECTED, Guild Administration forwards the paper back to you with the comments / recommendations from both Paper Reviewers for you to do a revision or rewrite.
  • STEP 10C - If one Paper Reviewer says ACCEPT the other says REJECT, Guild Administration selects a Paper Reviewer Certified at the Fellow Level who reviews the paper and the Paper Reviewers comments to serve as the “final decision maker”.  The Fellow Reviewer has 10 calendar days to perform this review.  If the Fellow Reviewer agrees that the paper should be ACCEPTED then Guild Administration notifies you and posts the paper to the Guild Library and if the Fellow Reviewer agrees that the paper should be REJECTED, then Guild Administration forwards the paper back to you with the comments / recommendations from both Paper Reviewers for you to do a revision or rewrite.

DISPUTE RESOLUTION...

  • If the paper has been rejected, the author will be provided with an explanation from each of the reviewers as to why the paper was rejected. While the Author has the opportunity to respond within a reasonable time frame to the comments with additional proof, support or validation refuting the reasons for rejection, the decision of the reviewers is final and is not subject to further appeal.
