C Spencer Limited Planner

START Date:
March, 2005
END Date:
November, 2006
Employed as the Project Planner for the Network Rail Station Delivery Partnership in York delivering a large portfolio of Civils and M&E projects to time, scope and budget: Development of the planning role within the partnership to ensure that all programmes were updated weekly for change control purposes and were presented each month to Network Rail in Primavera v5. Creation and maintenance of programmes from outline design to contract completion. These ranged in size and complexity from £15k up to £1.7m across a portfolio of 45-50 schemes. Outside the partnership I worked on schemes up to £7.2m.
Implementation of a standard programme that was used for all partnership projects. This contained the key commercial and design activities that were required by Network Rail, as well as document and financial approval periods that placed constraints on schedules. This enabled delivery teams to develop their construction programmes with confidence that their start-on-site dates were realistic. Development of a direct interface from Excel into the Primavera database in order to use the data in a high level ‘at a glance’ project tracker. This showed forecast and actual dates for a range of key activities common to all programmes in the partnership portfolio. It replaced a labour intensive
manual system and was automatically updated with live data straight from Primavera and the click of a mouse. Senior management used this data as part of their weekly report to the Managing Directors. Planning and cost loading services to other areas of the company – most of the larger tender programmes were put together in Primavera, and the M&E and Buildings departments used it for
Network Rail Electrification & Plant, and Siemens contracts. I also created smaller programmes in CS Project and MS Project as required.
Projects included inspections and feasibility studies of station buildings; demolition and re-building of bridges and retaining walls; repair/replace station canopies; resurface and realign platforms; and various heating and ventilation installations at train care depots. Installation of shore supplies for stabling of trains and rolling stock locations; installation of a small scale train-care depot at
Cleethorpes; and design and construction of a larger train-care depot at York, including train wash, waste removal, maintenance depot, pump house, drainage, electrical substation, and Permanent Way track installation.
