I encounter N-value when I want to interpret a geotechnical report. This blow count will indicate how hard or how soft the bearing surface for foundation.
If youre asking specifically in scheduling norms like in Critical Path Analysis, I havent encountered this if there is any.
for marginal field, I believe Its quite difficult, I had just seen (on tv) a small town in Alaska (around 150 people living) and the only means for transportation is chopper, not to mention that the place was never been reach by their governor who happens to be running as... and one odd thing is some people thought they are part of Russia which is a few miles away.

You could be right. He might have misheard earned value as N value. Thats funny.

Yeah youre right. N-value can be found from an SPT/Bore Log report. I dont work for a geotechnical company but for a design build company.

Only time I have come across N value is SPT values during soil investigation. The blow count is used to determine soil bearing capacity.
Are you by any chance working in exploration projects?
