How fast can you spend it. To Spend 17 M in 18 Months is a slow project. I Have been on Project. 1.8 B 36 Month (Engineering had to be done in 5 countrys / Fabrication in another & Construction in another 100 M 7 Month All in One Country 360 M 12 Months All In One Country 25 M = 8 Months all in One Country. Some times it is not possible to spend money fast enough. 8 months to 10% design mainly, 11 months to 20%, then almost 10% a month to completion. Does that help?
