I thought that we just settled the issue of a single Moderator being a sole ’Owner’ of any section of PP - and the agreement was that we should say as is and all be responsible for all areas.
Are you now proposing that we Moderators (except for David) leave this special section alone? This seems an abrupt shift.
I have had some very informative dialogues with Dave both on Planning Planet and email. These demonstrate his knowledge, interest and Planning expertise, so I would think he would make an excellent moderator.
I must offer my apologies for not being as pro-active as I should be. My excuse is the usual "Pressure of work"- the vast majority of it being Planning work.

He certainly is an advocate for Powerproject. He kept his cool when I challenged a statement he posted, so I think he probably would make a good moderator.
A level disposition is more important for a moderator than expertise in a subject, IMHO. Of course, the expertise of the moderators is a reflection on the PP, so it is best to have moderators with both qualities.
