I had the same problem recently; you should check that you have the same versions installed for both MSP (2003) a,d Excel (XP); then try to reinstall a full Excel, including VBA and all that stuff.
The problem surely is with a dll with the same name and a different content.
Eventually, you should ask the question on a MS Project community forum.
Has this error only just happened? Was the system working perfectly well previously?
We had a similar problem when we removed and re-installed MSP 2000. The administrators didnt install all of the modules. As a result our Analyse Timescale.... just failed to work. However, it didnt actually come-up with the error # 440. It just did nothing at all.

I am using MSP2003 with service pack 2, Export Timescaled Data has never worked. Always the same error message.
