Hello Andy,
P3 does not work with Priority the same way MS Project does.
1. In the Task Form, Constraints button, you will be able to set up the leveling option between "Normal, Immediate Priority, Split" for one specific task,
2. In Tools, Level, Prioritization, you will set up the general method to prioritize the project tasks during the leveling process; you will not find here the "Priority" item available in MS Project, but many others like "Late Start, Percent complete", ...
Select the prioritization criteria you want, then go back to the Task Form and set up the individual method for each task.
