I also think a difference is that Milestones can be constrained while Flags cant. Cheers.

Shortly. flags are similar to milestones in that they are also zero duration activities and they flag either the start or completion of an activity or group of activities.
Flags however can only have a predecessor, but no successor activities and thus have no impact on your schedule. Flags do not need to be updated but are automatically completed when their predecessors are completed.
A flag is purely a flag, indicating the start or completion of an event, or group of events.

The differance as follows:
In primavera p3 ,you can set an activites as a Milestones when that activites work have an duration equel to zero in addation Milestones be a start date with out finsh date, and you can combine with Successsors and presdecessors
