Sr. Planning Engineer (RLOC Project)

Member of the Technip France Construction Management Team for the construction of Ras Laffan Olefins Ethylene Cracker II Project in Qatar. Responsible in the execution and administration of the planning/scheduling and progress measurement system (progress monitoring) of the project.

• Provide review, study and evaluation of subcontractor’s construction plans & schedules in parallel to Technip’s target plan & schedule.

• Provide overall project schedule, progress measurement, and change management expertise to the project team: - Maintain close liaison with members of the sub-project services organization

• Ensure that appropriate Subcontractor project controls staffing levels and controls tools are employed by the Subcontractors; Coordinate, monitor, and assess subcontractor’s efforts in project planning, sampling to assure Quality. Supervise the subcontractor’s project control organization with respect to schedule development, control and progress measurement.

• Advise the subcontractor’s organization with respect to project controls tools and reports; subcontractor’s efforts in schedule and conduct briefing sessions for project team members with respect to project control requirements and processes.

• Supporting the project management team with ongoing project cost and schedule analysis, reporting, forecasting, budgeting and Change Management.

• Monitoring and appraising the performance of Subcontractor’s Site in the areas of cost, progress and schedule control:- Examine and evaluate the subcontractor’s schedule control organization, plans, performance and procedures; Review and, where appropriate, endorse schedule, progress Baselines and forecast prepared by subcontractors.

• Analyze schedule and progress trends developed by subcontractor; Review and endorse progress measures reported by the subcontractor; Review schedule bases of subcontractor’s Change Proposals

• Assist site management in developing/reviewing schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented.

• Coordinate with all relative disciplines in the validation of subcontractors schedule and work progress by weekly and monthly basis. Consolidate the validated progress by all subcontractors and execute into the established progress measurement system for determination of the overall work progress achieved.

• Responsible in the administration, execution and maintenance of the Technip In-house Program Tool in monitoring construction work progress (CPMS – Construction Progress Measurement System) of the project.

• Interface with subcontractors for the review and validation of their work progress measured and generated from the CPMS tool. Provide analysis and assistance to subcontractors with regards to construction planning strategies and work executions.

• Consolidate all subcontractor schedules and execute a single main project schedule for overall monitoring of work schedules.

• Identify and review critical path and risk analysis of project schedules and planning executions.

• Train and supervise subcontractors in managing and utilizing the CPMS tool.

• Responsible in the preparation of reports and graphical presentations for the client and within the internal management in weekly and monthly basis.

Responsible in the operation and administration of Technip Middle East Panning and Project Controls (cost/planning & scheduling) for the design/engineering consultancy services of offshore and onshore projects for Occidental Petroleum of Qatar Ltd. (OXY) projects, Qatar Petroleum, QatarGas, TOTAL E&P, RasGas, QVC, Q-Chem., Qatar Fertilizer and other petrochemical industries.

•Fully responsible for the development and implementation of engineering consultancy services of planning and project controls systems for detailed multi-discipline engineering and design, from front-end design through to detailed design projects mainly for oil & gas, petrochemical industries and pipeline projects (onshore / offshore).

• Develop and document Schedules annual and multi-year, and ensuring that these products reflect the approved project design/execution scope: Analyze schedule trends, develop and review schedule forecasts; Monitor and report on schedule implications of changes; Participate in developing Contract Control Schedules and Milestones

• Ensure observance of quality systems and procedures throughout the execution of engineering works. Provide periodic review of the working procedures & initiate amendments when required.

• Establish and maintain statistical database.

• Execute critical review of the project objectives (schedule and progress).

• Develop, implement, monitor and control of reporting system for engineering and design activities inclusive of document control register, project schedule, progress percentage S-curve, manpower histogram, progress summary and cost budget from the start-up of each project through to completion stage.

• Establish & finalize work breakdown structures (wbs); identify & establish contract baseline, target milestones and work activities in the development of engineering project planning & schedules.

• Identify and assign resources, study manpower workloads and manpower deployment/schedule.

• Coordinate and interface with multi-discipline engineers (project team) and department heads in establishing & maintaining the planned / baseline schedule, allocate man-hours, observe project status, establish progress measurements and provide resolutions to problems regards planning & project controls encountered during the course of the project.

• Track and monitor man-hour expenditures & work progress percentages completed on weekly and monthly basis and report to project engineers & department heads of the status.

• Highlight work activities or project issues that are due for action based from the target schedule dates and discuss status of impact to the overall project.

• Prepare and develop proposals by providing cost-time request evaluation, manpower capability/workload (histograms) & work plan schedules (Level 1 & 2) incorporating client requirements.

• Work with the project team on the study & analysis of the relationship of work activities and activities with constraints under critical paths. Provide planning analysis and strategies of projects to meet the target schedule.

• Perform periodic projects review required in regards to planning/ schedule, completed target durations, man-hours status, integrate client requirements and monitor progress achieved throughout the execution of the project.

• Prepare and develop reports (weekly & monthly) by illustrating graphs, progress curves, diagrams and other types of exhibits in demonstrating project status.

• Interface with Clients in the objectives and development of project planning and project reporting methodologies. Incorporate Client requirements in establishing project controls methodologies and progress monitoring system.

• Analyze, study and monitor project costs and man-hours against established budgets..

• Provide planning and project controls solutions and recommendations in meeting project difficulties.

• Review and analyze vendor / subcontractor’s progress reports and schedules.

• Prepare project progress productivity and manpower reports status as per higher management needs. Prepare and maintain close-out reports on projects completed for future references.
